Likely regime (educational)

Federal financial assistance for infrastructure is the usual on-ramp to Build America, Buy America (BABA) under IIJA §70914 and 2 CFR Part 184.

Federal-aid highway construction typically carries FHWA Buy America (23 U.S.C. 313) for steel, iron, and manufactured products. IIJA-assisted infrastructure can also carry BABA. FHWA has been phasing manufactured-product preference onto federal-aid projects — confirm the letting date and the current FHWA rule.

IIJA / Bipartisan Infrastructure Law funding is the core BABA trigger. Public comment and nonavailability waivers still run through the Made in America process.
